Question big problem with utilization

alright, so basically, when i play watch dogs 2, my gpu usage stays on around 20-40%, making my game run at no more than 30 fps. that, however, gets even worse the more i play it and when i am in a vehicle. there are also a lot of micro stutters, which sometimes occur while i try to lets say go left, making my car/character go left until i click left again. my gpu is a gtx 1060, my power supply is a 600w coolermaster. i also have the latest geforce drivers and windows 7. any way i can fix that issue?
