Question Black thing on the CPU pins ?

So, here's the issue. My pc won't turn on, I tried to troubleshoot it with cleaning and re-seating the ram, reset bios, and cleaned. it doesnt work again. So i tried the ram on a friend's PC and it's working.
So then I though it was a motherboard fault so i bought a new one. I saw on the pins on the CPU there's a black thing and i don't know what caused that. So i installed it on my new motherboard and it doesn't open.
Is my cpu the issue?

My CPU is a Ryzen 5 5600G, I do not have dedicated GPU.

Clean pins of your cpu (gently).
Use isopropyl alcohol and a soft brush (toothbrush would work too).

It looks like some black residue. Probably dust mixed with some liquid and then dried out.
Could be also corrosion.
should i put an alcohol directly, is that ok or should i put it in soft brush? thabks!!
 
The pictures are not very clear. There does seem to be some discoloration on some pins.

Have you tried installing this CPU? If so, in what motherboard (make/model)?
yes i tried it. my old motherboard is gigabyte b450 and i bought new mobo gigabyte b550m k
