Question Block all files in a directory with Windows Firewall?

This batch file method used to work for me, but as of recent months, when I try to run it, it says "You must run this file in Administrator mode" even though I am.

Is there any method of blocking all EXE and DLL files in a folder and subfolders through windows firewall? Looking for a way that doesn't use a 3rd party firewall.

The end goal I am trying to achieve is to be able to block everything in a software's install directory to remove its ability to access the internet entirely.

There is, and I've tried both the context menu option, and setting it to always run as admin under "compatability". Neither work, it still says "You must run this file in Administrator mode."
