Thoughts on the below list for a gaming PC? Budget is approx. £650 max and needs to include thermal paste, extra fans and a Windows key...

Ditch that paste, no good for that application and cooler comes with decent one too.
See if you can get even cheapest SSD of 240/259GB at least for Windows and some most important programs, no modern system should be without one.

3600 already comes with a decent cooler and paste so might as well do away with the cooler and pay an extra £5 for the better CPU. Elsewhere, added a gold rated PSU for less and a cheap SSD for booting. A little over budget, though:

as suggested could you get the Ryzen 3600 by taking the cpu cooler out and change the 2600 to it, would be abit over budget.

There are at least some places where you can save money like gpu and fan(s) and more.

'Some AMD B450 chipset motherboards may need a BIOS update prior to using Matisse CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions.'

Is this okay? What will I need to do differently upon installation?

Yes it's best to check with the MOBO manufacturer to be sure but I think by now this shouldn't be an issue.

Well it depends, the bios that supports the Ryzen 3600 is already one year old so resonably would you expect that a new motherboard right now would have that. if you're really unlucky and get some old stock with an older bios would you need an older type cpu to upgrade.
You could get in contact with the seller of the motherboard and ask if they can update the bios which probably will cost a small fee.

You could consider the Ryzen 3300X, but at current price point of that is spending 15 pounds more for the 3600 a better choice. The Ryzen 3300X is overpriced in the UK. You could keep an eye on the 3300X, whether it will drop in price.
