A lot of it comes down to do you need a dedicated GPU or not. This build is close to that in price but I don't know if the case is small enough for you.

Look at The Intel NUC kits.
Here is one using the I5-340P processor that is somewhat comparable to the 13400T processors in your post.
Add ram and storage.

I will be using the onboard video cause this PC will be used for *mumbling* torrents and i'll use it as a plex server. the case is too big though and the power supply too powerful. I want it to be as low power as possible cause it will be running 24/7.

I could use one of those, yes. but I have to see if the SSD and memory is upgradable.

if i'm going to buy a ready-made one, I'd rather stick to a bigger name like Dell or Lenovo.
