Question Camera micro stutters (appears like frame delay) when moving mouse/controller ?

I have been experiencing with my gaming PC. Stuttering is present in games such as DEATHLOOP (the game feels stuttery and delayed when the camera is moved around, perhaps due to the slight framerate issues when camera moves?) as well as Control Ultimate Edition.

Most notably though, the issue is present in Starfield. Sometimes, the game feels smooth and runs well. However, most of the time, the game feels sluggish and delayed when the camera is moved around. (in MSI afterburner, the frametime seems to fluctuate when the camera is being moved). It is almost present in every game to some degree, however.

I have done a great deal to try to resolve the issue:
  • checking psu
  • checking for overheating
  • overclocking and undervolting
  • updating the drivers
  • checking the connection on the PCIE connection
  • setting ideal Adrenalin settings
  • re - installing games and fixing games files.

All to no avail.

I have absolutely no idea what could be causing this issue, as I have replaced my GPU recently from a 6950xt with a 7900xt, as well as my psu (corsair RM850x) and my RAM. What do you think the issue could be? Some games have no issues, while other do. But the games that do have issues aren't really known to have any. What are some practical troubleshooting steps I could take?

Specs: (7900xt (very new, just replaced), a Ryzen 7 5800x3D (a replacement of a 5700x), an Aorus elite AX V2 motherboard, 32gb of cl16 3200mhz ram (just replaced and ran memtest86 with a pass), and an RM850x psu (brand new, replaced a UD850GM)

was it before the upgades as well or just with the new hardware?

@ which resolution are you gaming? did you alter the graphics settings ingame?

Did you try gaming without recording it?
