Hey I'm quite nervous about installing my 3070ti oc into my system.

My specs:

I9 9900k, no overclock.
3070ti oc 8gb
650w Corsair PSU
DDR4 2x8gb 3200MHz Vengeance
250g Kingston SSD
32inch 4k monitor

I've used outer vision power supply calculator and it tells me my system uses 465w load wattage, is this enough headroom to safely run the card without breaking my computer? And has anyone ran a 3070ti oc with a 650w psu and had success?

I used the same calculator with some more aggressive settings and using a 3080 ti as worst case for an overclocked card. You're still hard pressed to hit within 10% of your max constant rated load on that power supply. While that power supply isn't amazing, it should still be fine, more realistically you should be under or around 500w with a full load, it won't blow up on you. Also every vendor tends to over spec their PSU requirement, they'd rather over spec and be sure that there is enough power than have an actual usage based spec and have people with not great power supplies find that they suddenly can't use their new card or have an unstable system.

The 30xx series gpu's have this thing called power spikes.
It would be best to have a quality 750w for that gpu.
Your call.

I run a 3080 and 5800X3D on a top quality 650w. You have a more power hungry cpu but less power hungry gpu. Had your psu been a high end unit it ‘may’ have worked. However, that psu is bottom of the Corsair lineup, I sure would not risk that system on it. As you should get a new psu you might as well go 750/850w. The Corsair RMx ranges are usually well priced without going over the top.
