Question Can you use a 1x PCIe 3.0 x16 & 3.0 x4 without bottlenecks "weakest link"?

The image above displays the bandwith table of the MSI B350 mainboard. CPU: R5 1600.

I do not quite understand the table. I have an rtx 2060 so 3.0 x16.
Does this mean, according to the table, that I can only pair it with a 2.0 x4 card or that, that card will be limited?
What does empty refer to? That those slots must be empty when using 3.0 x16?

Basically my intend is to insert an old GT 1030 to run my display/host and pass the 2060 to a VM.

but I read somewhere, that the weakest link will be the speed across the cards aka gt 1030's 3.0 x4.

Is there no way to have the 2060 @ 3.0x16
while at the same time have the GT 1030 @ 3.0 x4?

MSI has about 15 or so b350 motherboards, so it would be helpful generally to tell us the exact motherboard you have.

In any case, from the chart you've provided, that is correct; you cannot have two GPUs using PCIE 3.0. Only one PCIE slot even has the capability of using PCIE 3.0 under any circumstance.
