Question Computer Crashed and Instantly Turning Itself On and Off

My computer froze completely all of a sudden so I forced turned off my PC and it would keep instantly turning itself on and off a second later. And when i could get the computer on it crashed again once starting a game.

So i moved my Graphics card(1060 6gb Zotac mini) in a different newer pc thinking it could be the power supply but than the same issue happened on new pc with a larger PSU. So does this mean that its the graphics card, or could both PSU's be defected?

PSU- ATX 400W Switching power Supply(Model- SL-F400)

New PC-
16 gb dd4 ram
gigabyte h370 hd3
i7-9700k
PSU- GIGABYTE P850GM(Model- GP-P850GM)

Alright thats what i was thinking. It just didnt seem like a gpu issue.

Update: Never mind i played around using my old PC without the graphics card for a day and it happened again, is it possible that both Power supplies are shot although is brand new or graphics card caused a problem for both?
