Question Computer noise (fan) randomly

Alright so my pc is pretty competent but lately ive been experience random noises (seems from the fan) and it happens even when i start the pc.
Sounds like the fan is at the max speed even if im not using any program.
I took some pics from the dragon center and hopefully one of you guys with experience can help me and advice.

ps. PC used to be quiet and only used max fan power when in heavy load. Now is just randomly.
