Computer Not Fully Turning on

Why is my computer not fully turning on, I press the power the green light on the motherboard lights, and the hd light is solid. But I get no display, and none of the fans come on(case and cpu fan) nor does the hard drive spin up. what could be causing this could it be the power supply cause I sure hope not.

Also their is no motherboard beeps.

Are the case fans plugged into the mainboard or a molex connecter?

Yes they are plugged in. when I press the power button, the power supply fan comes on, but not the case or CPU fan. the hard drive activity light stays a solid green(except when I disconnect the hard drive it does not come on at all), but does not spin up. also the light on the power button doesn't come on either. When i press the power button, the psu fan comes on, the keyboard lights flash once, the mouse lights up, but no display, no psu/case fan, power button light or beeps.
