[SOLVED] Computer stuttering following PSU failure

Okay, so a little while my PSU blew a capacitor. Loud pop, melting plastic smell, immediate shutdown. I ordered a replacement, swapped it out. It booted fine. For some reason the GPU drivers no longer worked. Reinstalled them, no problem. All drives fine, RAM is fine. Everything seems okay so far.

Then I noticed the stuttering. About once every second or two, it'll stutter briefly. No matter what I'm doing or how much load the system is under. Gaming, video playback, solitaire, whatever. It's doing it as I'm typing this. I've tested it on two different drives, and the problem is persistent.

Yes, the CPU, mobo and RAM are around 10 years old. Maybe this is a call to finally upgrade...

Oh, and everything's running stock clock speeds.

I would begin troubleshooting to pinpoint where the problem is. Is the system is overheating? Fan failed? Gpu could be damaged. It might be as simple as trying a different sata cable or port. Its possible you left a cable a tiny bit loose. I would look at drives and your video card first.

Okay, here's an update. I tried the video card in a friend's PC and it worked fine, no issues. I also put an old Radeon HD 7870 (MSi) in the computer, and it still has the same stuttering issue. I noticed some large fluctuations in the GPU's voltage when it is in my computer (with both cards). The 7870 fluctuates from 1.219v to 0.825v under load. I don't know if this is what's causing the stuttering, but my concern now is whether or not this is being caused by the new PSU I put in it.

Maybe try plugging your monitor into the motherboard rather than your card. You woln't be able to play games this way but I'm curious if it still stutters. I don't think it's your new psu but it could be a pin on the mb. You could also try moving your card down a slot. Obviously this isn't preferred but it might work w/o having to replace the board in the event the pcie slot failed. Also make sure your ram is all showing up clear and working properly. Ik you mentioned it before but that'll definitely cause some issues. That's all I can think off right now but I'd say its most likely the mb if everything checks out. That or it's overheating but I mentioned that earlier.
 
I had a similar issue with different circumstances. Six years ago after I just bought a sound card from a friend and installed it my computer would stutter every 3-10 seconds. I found out that the x4 slot I installed the card into was shorting with my case's front I/O connectors on the motherboard. I switched the sound card to a slot above my graphics card. That seemed to solve the issue. I would thoroughly check for any wire/cables that can be shorting your system. Make sure that the card's power cables are properly fixed and plugged in. I would speculate that the PCIe slot may be damaged from the pop as others here have. Try swapping PCIe slots and also testing with the iGPU from the cpu.
