It wouldn't make any sense and memory is not likely to be causing this. And while I wouldn't go after them for recommending replacement of that PSU even though the original review said it was not a ticking time bomb and passed all testing, it WAS a cheap PSU and it WAS several years old, so I'd have probably told you to replace it first too.
When you say it doesn't start, what EXACTLY do you mean?
Does it do NOTHING, at ALL, when you push the power button?
Does it show signs of power, like fans or lights coming on, but you get nothing on the screen AT ALL?
Does it show signs of power AND you get a "no signal" message on the screen?
Does it power up and POST but you just can't boot into Windows?
What, exactly, do you mean by "doesn't start" because that can mean ANY of those things?
Honestly, the first thing you should do is flip the power switch on the back of the PSU to the off position, which is the "0" not the "I". Then if it is plugged into a power strip or surge protector or UPS battery backup, unplug it from that and plug it directly into the wall socket. Then unplug all the drives from the board including removing any M.2 drives that might be installed. Remove all installed memory (RAM) except one stick, and make sure that stick is in the 2nd slot to the right of the CPU socket, so the light gray slot closest to the CPU, not the one right next to the CPU.
Now flip the power switch on the PSU back to the on position. Try to power up the machine. If that will not work, then I would flip the power switch on the PSU off again and unplug ALL of the wiring coming from the front panel of the case to the motherboard and then move the power switch on the back of the PSU back to the on position and try jumping the pwr pins on the motherboard as explained here. If that fails to do anything then double check your breaker panel to make sure that the breaker for that outlet wasn't tripped while you were gone on vacation. If it is not tripped and none of this did anything at all, then it would seem you have a dead motherboard.
