I have a i7-7700k CPU and my GPU is an RTX 2700 Super. My motherboard is a "GIGABYTE GA-H270-HD3 LGA1151 Intel H270 2-Way Crossfire ATX DDR4 Motherboard". The main game that I play right now is rust. My frames are "decent" I guess i get around 70 on average. However it freezes a lot usually feels pretty choppy. I looked at the GPU and CPU utilization and it only gets to about 40 or 50 percent for the CPU and like 30 percent or so for my GPU. I was going to upgrade my CPU but when I saw my CPU wasn't bottlenecking my GPU, my motherboard being the problem was my first thought. How can I fix this issue? I just want to enjoy a smooth rust experience ya know. Any help would be greatly appreciated.

85%? what game is that? running anything on the background?
Windows recognized 16gb of RAM, it goes from 85-90 ish on Rust which is what I am playing right now. As for background activity I do have chrome open on my second monitor. However when playing rust I don't play anything on it.
