Question CPU caused freezing?

My PC is having random freezes, but not normal freezes. What happens is if I am in youtube/twitch the video will go unresponsive yet I can refresh it and it will be normal for a minute before it goes unresponsive again. Once I close my browser however, I can not reopen it without manually restarting my PC. Once my browser locks up, all other apps that aren't currently opened cannot be reopened either, yet they can be closed down if they are opened. Could this be a possible issue with my CPU? I am not overclocking. When using my browser with multiple tabs open (or if my computer is idle) my temps look to be fine, hovering around 50. Thanks!

2x Corsair Vengeance 8GB

make and model of the psu?
check cpu/gpu temp?
