Question CPU fan error

First of all here goes my rig :
Motherboard : Asus ROG Strix B250G Gaming
CPU ; i5 6400
Ram : 2x 8gb DDR4
GPU : Nvidia GeForce GTX 1060 3gb
CPU Fan : NOX Hummer H212
(If you need any more info to answer just ask please)

I've had this rig for about 6-8 months and it never had any kind of hardware problem but recently for some reason when I start my pc on, the CPU fan spins for half a second and then stops, then there comes the beeping (1 long and 4 short if I'm not mistaken) and then it appears the "American Megatrend" thing with a "CPU fan error" message close to the end and then a "Press F1 to enter BIOS" or something like that at the end.
So after a few resets and a "plug and unplug thingy" to the cpu fan cable, it gets back to work but it seems to be totally random: I've already had to reset my pc only 5 times to make it work and already happened to reset 20 times and it still didnt work. Also if I turn it off later then it gets the same problem. Even though it already happened once or twice that I turn it off and turn it back on and it worked
I've been searching here for quite a while but didn't found any problem like mine that "gets solved momentaneous after a few resets"
Already tried cleaning the connecting zone and the cable, unplugged everything from my pc (keyboard, mouse, headset, 2nd monitor) letting only my 1st monitor and the energy cable, Plug and Unplug the cable (as I said before)
 
Why wouldn't you buy a new fan for your cooler? A fan error like that usually means that the fan is not reporting RPM to the motherboard and the motherboard thinks it has stopped. If it hasn't stopped (you can visually verify that), then all you can do is replace the fan.
 
What BIOS version are you using ?
I have that issue 2 or 3 times on my ROG Strix B450-F.
It has only happened after I updated to BIOS version 2704 and now 2801.

There is a setting under the Monitor tab in the BIOS that specifies what minimum speed that warning will occur at, I set mine to ignore, because I know my fan is spinning above the 200 rpm minimum.

You cleaned it. Which is about all you can do with a fan. The rest is upto the fan itself. It'll either spin as intended, in which case it's a motherboard fan header issue reporting incorrectly or it's a fan error either in the wiring or the fan itself. Cheapest solution is replace the fan. You can do this temporarily for 0 cost by switching the cpu fan for one of your case fans. If you get the same error, it's the motherboard, if you get no errors but the old cpu fan still isn't spinning right, then it's the fan needs tossed in the bin and replaced.

The problem is that I bought the fan only like 6-8 months ago and didnt really want to buy another one right now but if there's no other chance I'll buy it :x

And you don't have to buy a whole cooler. Just a fan. As @Karadjgne said, you can do a zero cost test my connecting a case fan to the CPU header and see if it changes anything. You could also try resting the BIOS to defaults or optimized defaults to see if you messed up a setting without realizing it.
