Question Cpu freezing on boot screen after upgrade (please help)

So I recieved a rig for free from my buddy, I have been upgrading the parts to be able to game, I have been stuck on this problem for about 3 weeks now. I bought a ryzen 5 5600x In replacement for the ryzen 3 2200g, at first I thought it was the motherboard, so I got a replacement motherboard, an asus b450m-a ii, which comes equipped with ryzen 5000 series ready, version 3604 of bios, I have reinstalled windows thinking it was my os, I bought a new hard drive just in case, I have also returned the cpu twice thinking it was the cpu, I have a rtx 1660 super 16gb of patriot signature premium ram and a 550 watt power supply, I can get to bios so it can’t be a motherboard issue. But once I try to boot the pc it simply freezes on the spinning circle, I have tried just about everything in my power to troubleshoot it and now I am relying on you guys, if I left information out that is needed I will stay in touch, please help me.

have you ever reset CMOS? each time your replace the CPU or the memory you should reset CMOS.

Also check BIOS rev level of your board and update to the latest if it's not. Be sure to reset CMOS after that too.
