Question CPU & GPU at 100% usage, causing FPS drops and stuttering ?

Hey guys, im still simi new to pc stuff so i dont know much but i will tell you what i know
I have a Ryzen 7 5700x3d, 32gb ram (default clocking) and a Radeon 6700xt. Ive had this set up for about 6 months (i upgraded from a 2700x) everything has been great and ive tested and played so many games that ran great. also ran obs recording and it ran amazing a month ago for testing.

Since yesterday, my pc has been using 90 to 100 of my cpu in cluttered areas, my gpu runs arbout 95 to 100 everywhere in Hunt Showdown. Its my main game but i have tried The Finals and REPO and the finals does get maxed out and you can kinda feel the frames drop but no where near as bad as Hunt and repo seemed fine. No it has never done anything like this before, no its not overheating, i am running hwinfo and its around 74c on the cpu at max and the gpu is about 80c at max.

I double checked the files on both games, driver updates, heating, graphics settings haven't been changed since the day before and again, it ran SMOOTH but no its a stuttering and frames down to HALF of the normal range.

I've asked my computer nerd friends for suggestions but its all of the stuff I've tried above. This was happening and then I checked if there was a driver update and there was.. i said great downloaded it, restarted the pc and it continued to happen. Now the night before all of this started happening there was a windows update. I asked my friend who is a IT guy and he said he doubts it is that. I just wouldn't know what else it could be. i haven't downloaded anything else. I have a video of my CPU hitting 90 usage in hunt and i was WTF.

I cant for sure sit here and say it wasn't doing this before meaning the usage cuz it never showed problems till now and I check task manager and hwinfo. 11% usage on ideal then when i load into a game of hunt it goes straight to 80 and climbs

UPDATE: Did a new chipset and bios update, neither worked

You didn't write any details about your system but since you previously had a 2700x, I assume your motherboard is quite old. So yes, you should definitely update the BIOS.

Also, make sure you have the latest AMD chipset driver for your motherboard to make sure the 3D v-cache is used properly.

So I did bios update it when I first got the new cpu. I’m not dumb haha. I also got the new chipset cuz that’s where you can over clock all your shit on the cpu but I never touched it
 
What might have happened since yesterday?
Possibly a windows update?
Possibly malware or virus?

Regardless, try using system restore to a previous checkpoint.
There was a windows update the day before. I checked for viruses there was nothing on windows defender. I haven’t downloaded anything else
 
bios update nowadays is the first thing to do 😉
especially if upgrading the cpu
do the cpu and gpu get to the frequency it should go to?
cpu: 3GHz and max. boost 4.3GHz
gpu depending on your model about 2.4GHz
So I have downloaded the new drivers for the new cpu and chipset when I first got it. I’ve noticed tho. My cpu isn’t boosting past 3,95 but my gpu is fine. Strange
