I play performance settings my goal is to get 240 frames constant with the least stutters possible

The CPU and windows do that on their own, messing with it can only make things worse.
All your cores can reach the highest clocks just not all of them together, if your game uses all cores it will not boost to the highest clocks unless the load is very light.
yes but only certain cores have L3 cache and I want to priortize my game on that core

Should I focus on lowering cl timings with 3600 ram speed, or lowering 3600 ram speed to 3200 to get even lower cl timings or raising cl timings to maybe get a higher mhz like 4000 to 4400? My goal is to get more consistent frame rates etc 240 frames with minimal stutters or 360 frames with minimal stutters

I want to overclock or underclock my CPU to get consistent frames of 240 with no stutters or minimal stutters as possible, Is it best to go for 4.7ghz with 1.2875 volts or a curve with pbo 2 or even 4.4 ghz with like 1.125 volts

Depends on the CPU really. With Intel, latency tends to be better because bandwidth tends to matter less. With AMD, bandwidth is better.

The end result difference is actually quite small as long as you have sufficient bandwidth.

Of course there will always be an ideal middle point between bandwidth and timings. You can look at first word latency as a measure of that.

I would rather have a more consistent frame rate and consistent latency over potential stutters

You should probably consider getting a 5800X3D and use the large on-CPU cache to make up any deficiency in main RAM speed.
