Question CPU is maxing out

Recently I've replaced my old GPU (ASUS GT 1030) with a better one (SAPPHIRE RX 580). Since then I've had some problems with the CPU, which IS old (i5-2500k).

I've noticed FPS stutters in many games, including:

GTA V SINGLEPLAYER (With the gt 1030, I was able to run Vsync 60 smoothly on High - even Very-High, no stutter/drop, but since I've got this new GPU, CPU maxes out even while doing nothing)

RAINBOW SIX SIEGE (Random stutters when aiming fast/fast-moving/turning fast)

and some other games.

Other specs:
2 X 4GB HYPERX RAM
ASROCK H61-M
CORSAIR CX 650
And the games I mentioned were installed in a KINGSTON 240gb SSD

Tried so far:
Messed with in-game settings.
Fresh Windows
Reinstalling/Verifying cache
Update/Remove/Reinstall drivers
MB Bios is updated


Should I replace MB/CPU/RAM combo? So far no signs of dying like freezing.

One more thing, can broken MB CPU temps sensors cause the CPU to throttle or be used more (I hope you get what I'm saying), even tho it remains at 3.3GHz at least. With some third-party monitoring apps, CPU appears to be overheating, but it's not.
 
The 2500 is old. I don't think that's the reason for your stuttering, but replacing the MB/CPU/RAM may help. I think the Ram is a bigger issue. Also GTA V has nVidia gimpware installed on it. You may be experiencing issues for not using a nVidia product on the title.
 
Yeah, I am aware of that, but, back when I had the other GPU GTA was running smoothly with 70% max usage, and GTA is not the only game I had a problem with so I don't think it's because of the GPU is an AMD, because in The Witcher 3 ( e.g) everything is working fine, and I've had no problems with the CPU, it's just some games.

EDIT: I had the exact same setup before changing the GPU, and what is it with the ram? I never thought of that.
 
Your 2x4 GB DDR3 may not meet the needs for the game now. As a multiplayer game ages and adds new content, the requirements go up. 16GB would be more ideal.
The Witcher 3 also relies on nVidia shaders. CPU usage usually goes up for games using nVidia shaders on AMD GPUs. I think its deferring some of the calculations to the CPU that it would have done on a nVidia GPU due to the difference in architecture.
 
The problem was on Singleplayer with no mods, I know online can't be played smoothly with this rig, but as I said earlier, I could play SP on 60FPS (Even in The Witcher 3 inside the city) with this same rig, but different GPU's. The Vsync Off was just for showing that my CPU maxes out even while doing nothing.

As I see from your configuration there can be these problems..
1.Your i5-2500K is in a bottleneck with your GPU which I don't guess it is the case..I'm not 100% certain..
2.If you updated the bios maybe something changed there since your CPU can be overclocked and when/if you updated the bios your CPU ratios may just got reset
3.Check if you have Control Panel\Hardware and Sound\Power Options\Edit Plan Settings\Change Advanced Power Settings\PCI Express\Link State Power Management\ and if you have be sure it is set off
4.Or the riskiest is to rollback bios if you updated it.This is not a thing recommend doing since you can brick your mobo.

  2. BIOS was updated long before I switched GPUs.
  3. Yep. it is. It's on high performance.
I really can't understand what is causing these problems, but the hardware's age might be a factor.

) ,but with a different processor and yeap I suspect that the most possible thing can be, is bottleneck.. I guess it's time to upgrade your CPU.. if it was the PSU you couldn't boot in windows or the graphic card shouldn't work as good(one of this cases).. also if you can find and if your mobo can support ,get yourself new DDR4 ram kit..

EDIT: I have 2 friends with the same GPU, one has a better CPU and the other has the i5-2400 and they've got no problems on SP.

Did you buy your RX580 new?
Because used ones were used for mining and hence have lower performance and even artifacts, that's if they still work.
