Can anyone tell me how hot an Intel 3.0 GHz Prescott can run?

My motherboard diagnostic utility shows it running as high as 75 degrees C...this seems high. It idles at around mid to high 50s.

This is my first PC built and I'm concerned that this thing is gonna burn my house down.

Do I need an aftermarket heatsink or some thermal paste? Any help will be appreciated.

Splendid
Did the chip come with a little tube or dab of thermal paste, or was there sticky stuff already on the heat sink base? If it was a thermal pad, on the heatsink, was there a piece of cello-tape that you removed?
If it was the paste, did you use it all, or only a little dab.
Did you get the locking tab to go all the way?

Yep, there was a thermal pad on the heatsink...pretty sure there was a piece of cello-tape over it too.

Will I get better performance if I scrape off the thermal pad and replace it with some artic silver?

Another guy pointed out that I don't have the proper case. This sounds to be my real problem.
