Question CPU Temperates is normal or not

My New CPU is ( Ryzen 5 8400f )
it's Temperature in idle mode is 55 C
So is it normal or NOT ?

Tjmax is 95C. So, anything below it is good.

On full load, it may reach 80C, if even that. Still, temps are reasonable even then.

Room temperature range from 30 to 35
I am using AMD stock cooler
My case is Xigmatek cubi II ( 7 fans , 6 of them allow air in and one fan air out )

It isn't unusual for there to be ~20* difference above ambient. And dang, that is HOT for "room temperature".

That case appears to be a Lian Li o11 mimic. I would recommend putting another fan or two up top on exhaust to see if that helps. My own is an o11d mini. I have (5) fans on intake and (3) on exhaust and it works well for my situation. I cannot say what performance would be like if it were 95*F in my room here.

I would mention that an inexpensive tower cooler may help. Something like the Assassin, Hyper 212, etc. I say help in that IMO the temp you are seeing seems fairly normal in relation to ambient.

Given that your ambient temp is high to start off and you're only using stock cooler, it is actually expected.

Now, if your ambient temp would be lower (e.g 20-25C) and/or you'd have better CPU cooler, you may see lower temps under load.
