This is happening for all the games I've been playing recently.
CPU usage is about 3% while not gaming, so it's not an issue of a background issues. When I'm gaming, ONE thread is maxed out, while the rest are doing their own thing, 5-10% for something like black ops 2 multiplayer (yes I still play, tons of fun). Something more demanding like battlefield 1 will yield about 35% on each core, but the SAME thread is pegged at 100%, even in the main menu. Battlefront, black ops 2, battlefront, cs:go, etc. What is going on here?
It's RUINING my gaming experience, and I just noticed this issue about a month ago when I checked task manager, so this may have and more than likely HAS been happening for alot longer than that.
Aiming while your randomly stuttering because one of your threads is maxed out is no fun. Something is wrong here. Any thoughts?

While playing Star Wars Battlefront 2015
Computer specs
6800K stock @ 3.4 GHz, 34C under gaming load. Intel RMA center had me run their processor diagnostics test, everything came back fine.
EVGA X99 Classified (third board, first one had issues, rma replacement had issues, on the third board)
16 GB G.Skill DDR4 3200 Mhz @ 2133 - Memtested 16 hours, passed with no problems.
G1 Gaming GTX 1080 - RMA tested, no issues.
