Question CPU unstable with any minor change.

Idle temperature is around 40 and under load the highest I've seen is 89. On average it's around 75.

I understand these CPUs are rated up to 95 but I was looking to get the temperatures down so I can lower my fans speeds and reduce the jittering in games when under max load.

Looked into limiting temperature and undervolting.

Default temperature limit is 95, changing this value at all causes restarts. (Got a restart at 90)

Started undervolting for -30 and worked my way down to -10 where I thought it was stable. (Got a restart a day later)

Set it to -5 and got a restart instantly.

Everything is stable on default settings and does not restart.

Am I missing something? I have tried resetting Windows, reinstalling drivers and updating the BIOS but still cannot undervolt or change temperature limit.
