Recently I have noticed some sporadic stuttering with my system and am working my way through some trouble shooting. The stuttering happens while playing video games and even sometimes even when just using a Microsoft Office program with nothing in the background. It doesn't seem to be system load related or temperature related, both are staying well below maxing out.

The CPU I'm using is the AMD Ryzen 7 2700
I use Process Lasso to for a couple of games, I recently noticed I no longer have access to select CPU cores 8-15 View: https://imgur.com/a/yDnNu1f
Specifically I use this for a game I've played for a long time, there is still the old rule in there that shows CPU 8, 10, 12, and 14 View: https://imgur.com/a/CxoyBkh
I should add this rule worked fine with all the CPUs I needed to check until just a couple of days ago. This now errors out when using Process Lasso View: https://imgur.com/a/MwxI9jU

I've uninstalled Process Lasso in case that was the problem, but these cores are also not visible when using the Task Manager option, same deal with only CPU 1-7 being accessible View: https://imgur.com/a/7PXSflm
I'm kind of lost with what my next step should be, or if this is even really the problem.

Also, if you think I am way off mark with what may be causing these stutters please point me in the right direction I'm not incredibly tech savvy.

Operating System: Windows 10
CPU: AMD Ryzen 7 2700
RAM: 32GB (4x8)
Motherboard: Gigabyte Aorus Gaming 7 Wi-Fi
Graphics Card: Nvidida GeForce RTX 2080 Ti

The next thing is go in BIOS and make sure hyperthreading has not been disabled and that all cores are enabled.

If you're not sure how to do this then you might just do a CMOS reset

I managed to get hyperthreading working and I can see all 16 cores. Thank you for this! Although the system stuttering is still happening so no dice on that one.

On the off chance you can also identify my stutter problem: View: https://imgur.com/a/qtSWbKT

The system stuttering is audio and video, the clip I managed to get shows the cursor freezing and jumping to catch up, this will sometimes last minutes or seconds, but happens very sporadically.
