creative PCI 128

I am running a w2k p2 400 with 64 megs of ram system (soon to be upgraded to 192 mb) i think my creative ensoniq 128 pci card is starting to go. ive had the computer for some time now. while using or playing mp3s i'll get an interesting sound when i scroll down in a program with my mouse it lets out sort of chirping noise. previously i was running a celery 400 in the same system, i didn't get this problem or sound. i recently got a new case and have noticed this noise. any suggestions or could this be something to do with the power supply?

Actually, this is not a problem with soundcard but your display adaptor. Some bios/adaptor configurations have memory access flood that affects other cards.

Update display drivers and see if you can disable "Rewrite DMA" option or something like that. Try tweaking bios settings and lower display adaptor hardware acceleration settings from control panel.
 
Tried updating the drivers, when i boot in to 98 it runs fine. I do think its the video drivers though. I had updated them before getting this problem. Im gonna have to check that out.
