Question cursor acts like it weighs a lot and I can't control movement for 1-2 minutes

On my Dell Latitude E4310 laptop running Fedora 39 Linux Workstation edition or earlier versions, intermittently the cursor acts like it's physically heavy and it slides rather fast and obliquely straight to the screen's top right corner. I struggle to control its movement with the touchpad or the stick that's embedded in the keyboard and mostly fail. Tipping the laptop doesn't make a difference. After a minute or two or so, I can move it normally again. I may be able to work for hours without a problem. I have not identified a predicate event. What's probably going on?

I believe that the starting point should be to manually download, reinstall, and configure the applicable mouse drivers.

Failing that then delve into whatever error code listings that may be available and viewable.

Not a Linux user (full disclosure) but hopefully the problem is software/driver related.

And not hardware: aka the touchpad or stick.
