Deletion of old OS

I am doing a new install of XP to replace ME and I keep getting stuck at the
point of setup where I am asked to install XP on an existing partition, to
create a partition in the unpartitioned space, or to delete the existing
partions. When I select the "install on existing partition" option, I am
warned that I am attempting to install XP on a partition that contains
another OS. What am I doing wrong?

First delete the existing partitions as long as here is nothing there you
want.
Then follow the prompts to create a partition and install Windows XP:
