Dell dimension e521 error lights 2 and 3 on

I have a Dell Dimension E521 desktop that belongs to a friend. First came on it had a blue screen with 0x00000024 error code. I looked it up and it said to run the XP reinstallation dvd and in the recovery console chkdsk /f/r. which I did. When restarting the computer then all the usb ports would not work. Need help.
 


Error lights are shown in the DELL user / service manual for the computer model. D/L it from www.dell.com
 
According to the documentation (which I printed out) says possible floppy driveor hard drive failure. Says to reseat all power and data cables. Screen also says to press F1 to continue or F2 for start up. I can't do this because my usb keyboard still doesn't work.
 



Your 1st error indicated a HDD error and to run chkdsk /r. The reboot indicates another error re HDD (lights 2&3). You may have to replace the Data Cable, or the HDD itself.
 
Yea. I have that documentation printed out. That's what I thought too. I tried reseating all the connections and that didn't work. It doesn't have a floppy drive. The usb keyboard doesn't work if it goes to the login screen. Right now I can't get it past the screen where it says Diskette drive 0 seek failure, Keyboard failure, at the bottom of the screen it says Press F1 to continue, F2 to enter SETUP.Any other ideas. Could it be a bad sector on the hard drive?
