Probable cause:
(1) Incorrect BIOS settings
(2) Corrupted operating system (Windows)
(3) Electrical or Mechanical failure of hard disk drive

Can you feel/hear the HDD spin up when you put the power on?
Had you just made any changes to the system or BIOS?

Solution:
(1) Fix boot order in BIOS
(2) Repair OS installation.
(3) Replace hard drive.

And if it is an old computer make sure you do not have a floppy disk in the floppy drive.

A floppy disk in the floppy drive is the classic cause of this error, although nowadays make sure that you don't have a memory stick plugged into any USB port. If this is not the cause then you have problems (see the post by WR2).
