Question Distorted desktop apps

Hello to the community

I have an issue regarding my desktop apps, and it doesent matter which. As linked in this post. The pictures you see is directly print screened, and i have no idea why it occurs. When i open an app it slowly becomes more and more grainy until it is almost impossible to make sense of what you want to do in the specific apps

Is it my graphics card that is the problem? that is my main concern

Btw its only on the desktop. not "in-game"

Graphics card: Nvidia gtx 980 ti

CPU: intel i7-4790k 4.00 ghz

Memory: 8 gb ddr3 Single

PSU: rs-600-acab-d3

Motherboard: Z97-P ASUStek

Windows 10. 64 bit
