Ok...I hit level 11.
Made my citizenship. Took me two days to find that dwarf in the Ardent
Hills.
Choose Warrior...gonna lean towards beserker.

Is there something I should be working on?
I have 6 silver...so so armor, so so sword (3-9) or something like that.
Ive quested, killed, etc....but, wondering if Im missing something critical
here.

You can hit 11 before making your citizenship now? Wow, it has been a while
since I've played...

In a word...quests. Lots of them. There are hundreds available for your
level. You should be talking to every NPC in your city and should have your
quest book maxed out at 50 for a while. All of these quest will give you
some sort of XP reward, coin reward, and most importantly items. At your
level, you shouldn't have to spend any money on armor or weapons. Sell any
items you don't need back to the merchants. Collect all the loot from
monsties, you'll soon figure out what the merchants will buy and what they
won't. You should look into keeping your spells/combat arts upgraded. Don't
forget...armor, weapons and skills all 'color con' like the monsties do, so
try to keep everything as close to orange as possible.

Hmm, when I was playing, you had to do it to reach 7.

In NQ the armourer has 2 quests for you - one to get some ink, the
other to kill bears in Antonica. Someone nearby also wants the hides
of 4 Oakmyst Forest bears. If you do these 3 (all easy) you get 3
pieces of decent armour. Chest, belt and legs, iirc.

Dont forget to harvest stuff - when you want to upgrade you'd be amazed
how easy it is to make your own weapons and clothes as an outfitter, or
at the friendly response you may have to searching out a level 11-16ish
outfitter and saying you'll give them <x stacks of stuff> if they could
see their way to making you a few things.

Nah, you can start on it then but you won't actually ding 10 until you have
the experience behind you.

Likewise you can tuck away experience credit until you are at 220% and then
do the final task to gain your citizenship.
You then jump a couple of levels to 11. An advantage of this is that xp is
easier to come by when you are 9, so you keep earning at that level.
Once you hit 11 it takes more effort. (I'm not saying that it is hard to
get xp by any means, just that this is a method some use).
I also gave this a go with tradeskilling - you can put away xp credit before
you select your subclass and gain a couple of levels quickly too.

That's your class quest, not the citizenship quest. You
can't ding 7 until you do your citizenship quest.

He is talking about the introduction quest. Citizenship quest is at lvl
6-8. Or then he is talking about his fighter quest (lvl 8-10).

It is most cost effective, yes, to buy orange because you can use it with
good effect longer, but, all other parameters equal, the white stuff is best
for your current level. There's no reduction in the effects of white items
as there is with the yellow and orange ones.

Therefore, buy orange and keep it until it becomes blue. In other words,
don't "try to keep everything as close to orange as possible".

That is class selection, not citizenship that holds you at level 9.
Citizenship holds you at level 6. At least that is my recollection.
