Question Extremely low gpu usage in gta V

So, whenever I play GTA V, I noticed that my gpu usage sits at 0-2% usage, yet in every other game i play it goes to 90-100 like its supposed to. What would be causing GTA to be the only game that doesnt use my GPU?

My Specs are:
GPU: RX 580 8GB
CPU: Ryzen 5 2600
RAM: 16gb
