Question Fan runs at 100% after Windows start

I have new installed Winodws 10, graphic card: MSI GeForce GTX 1660 VENTUS XS 6G OC
When computer starts or I'm in bios fans on graphic card are ok, slow speed on 44% but after Windows starts fans run on 100% still. I checked MSI Afterburn there is value of fan speed 44% and speed se to auto mode and temperature og GPU is 32°C (90°F)
It seems that graphic card thinks that there is some problem and ignorin GPU temperature and turn fans on 100% what is very noisy.
I checked cables, checked small 4pin cable from fans to card and everything seems to ok. I tried to remove card a put again, einstall drivers. Nothing helped.

Check if there is some background processes that take use of GPU ?

No it's on clean Windows 10 installation. No process, CPU on 1%, GPU processor on zero, GPU temperature on is 32°C (90°F) so it's cold.
It seems to be some error between graphic card and fan control.
