[SOLVED] Fans have working RGB but they don't spin ?

I bought this prebuilt PC recently.

After a cold reset, the CPU fans and case fans have stopped spinning but RGB lights work (gpu working fine).
I am struggling to find what is causing this problem. I would appreciate it if someone can suggest to me what's the issue. idle cpu temp 50-70 Celsius , any load on cpu temp goes to 90-100 Celsius.

Did you reinstall Lian-Li's L-Connect 3 and MSI's Center(this is where their MysticLight app resides) app's?
