Question Fans stay on after powering off

My system is

Aaeon Mini ITX Motherboard EMB-B75A i3-3220
2x4gb ddr3 ram
XFX r9 280
Evga 500 white PSU
NZXT H210 case

When I turn of the system all the fans(2 rgb fans, 2 NZXT fans) stay on including the PSU, cpu cooler, and GPU. The only way to turn the system of completely is to hit the switch on the power supply. Which is not ideal since I plan on selling the system.

Pressing the power button on the case does not turn the computer on, neither does the keyboard and mouse.

in control panel I did put that ‘When I press the power button: shut down’ it does nothing. Just turn of both my monitors.

it has to be a power setting in the bios of the motherboard since windows has no control over what PC does once windows shuts off, it assumes the PC will turn off. Mismatching power plans can have fans stay or PC refuse to turn off, or restart after you shut it down. Can be fun getting PC to behave

It is windows 10.

choose run...
type winver
and press enter
current version is 20H2, what have you got?

Version 2004 (OS Build 19041.804)
I guess that means I need to update it, I never checked if it was up to date

I just updated it to 20H2 and tried three times and it still doesn’t shut down fully

It seems odd that the fast start up options aren't there as they should have been on 2004.

I wonder how old the bios is since there is only one. can you look in System Information app and on the line that says BIOS Version/Date, what do you have?

I didn’t think of installing drivers for the motherboard I forgot about that and I’ll do the scan too. I’ll let you know

yes I built this computer myself it is my third build
I made sure not to over tighten the motherboard screws

and neither has a date or a number that matches yours... joy
1st file name is just name of motherboard so I can't find anything on it

2nd bios file name is EM75AM12 and I only found 1 result for it and it doesn't tell me anything useful

I really have no idea, or how to figure it out.

I can only do so much, there is very little info on the motherboard. Contacting the people who made it is only choice I can see.
