Question Farcry New Dawn low fps with 2070

I'm facing low average fps in farcry new dawn (around 70 fps in game and 90 while benchmarked with in game tool) with rtx 2070. But based on benchmarks done by youtubers and other people, i should be getting around 120 average fps. I'm sure my cpu isn't bottlenecking as all eight threads (i7 7700) having usage below 80%. Beside GPU runs at 66% (while in other games like AC Odyssey, gpu usage is close to 100%). So far i have set 'maximum performance' from optimal in nvidia control panel and disabled Farcry new dawn in game HD texture option. I have a 1080p 144hz monitor and in game resolution scale is set to default 1. In addition i've the latest nvidia driver installed (419.67). What could be the reason? Any resolution is appreciated. Rtx 2070 (zotac mini)
Temps are below 70 degree for gpu and below 65 for cpu cores.
Psu thermaltake smart bx1 rgb 80 plus gold 650 watt (I've heard 600 watt is more than enough for this system)
Ram 16 gb running at 3100 xmp unlocked
