Question Few months old PC rig having problem with blackouts and idle artifacting

OS: Just upgraded from Win 10 to Win 11 (Clean install)

Case: Lian Li LANCOOL II Mesh C Performance
Motherboard: ASUS PRIME Z690-P WIFI D4
PSU: Seasonic 850W FOCUS GX-850 Gold
RAM: 2x16GB Corsair Vengeance LPX DDR4 3200mhz
GPU: Asus RTX 3060 DUAL OC V2 LHR
CPU: Intel Core i7-14700KF
Cooler: Noctua NH-U12S
OS SSD: Samsung 500GB 870 EVO
SSD 2: Samsung 1TB 870 EVO

Monitor: Acer Nitro VG240YM 23,8


Alright. So im experiencing grey lines, box-shaped artifacts and monitor blackouts without any sort of pattern to it.
Weird thing is, the problem doesnt appear under stress(gaming, superposition benchmark). Mostly after booting to windows.
Few times monitor just went black and couldnt find input, so i had to re-attach DP cable to make it work again.
Just few days ago i got message when booting, that "the pcie x16 link speed has been modified to gen3". Changing back to gen4 from bios didnt affect anything, computer booted normally.
Ive tried underclocking, DDU-wiping drivers and installing older ones(561.09), updating monitor drivers from its manufacturer and even doing a clean install of windows.
Only time i managed to "fix it" was by restarting my monitor, that has worked few times.

How old is the PSU?

Monitor: Acer Nitro VG240YM 23,8
Does dropping the refresh rate on your monitor and Nvidia's Control Panel help alleviate the issue?

Version 3403. PSU is as new as the other parts, acquired september 2024. Havent tried dropping the refresh rate yet, will post results later.
For what its worth also, in BIOS and sometimes windows also, power button keeps blinking every four seconds. Probably indicating something related to VGA connection
