My maid flipped the red switch on the back of the cabinet (on the PSU), where it says 115/230. It was 230 previously and she switched it to 115 while cleaning by mistake. Ok, let me stop with the lies, I did it . As soon as I pressed the power button, I heard 3 pops and some burning smell. I know it's the PSU as I have got it checked from the repair guy. The PSU is 6 years old and the burnt components are not available anymore. Here is my configuration:

PSU: CoolerMaster RS-400-PSA-I3 (ATX) :(
CPU: Inter Core i3-3210 (LGA1155)
Motherboard: msi ZH77A-G41
GPU: Nvidia GeForce GT 620 2 GB
HDD: 500GB SATA WD-Blue
RAM: Corsair 4GB 1600Mhz
Cabinet: CM Elite 371

All I know right now is I need a 450W or above PSU with ATX form factor.
Why above? I want to upgrade to i5/i7, another 4 GB graphics card (so I would have 2+4 = 6 GB) and 8GB DDR3 memory (so I'd have 4+8 = 12GB), in near future. I was using this desktop for normal gaming such as CS:GO, LOL, other FPS games, movies, some very basic video editing. This was bought as a gaming PC 6 years back, but LIFE (early 20's :censored:) got in the way. I know I can find the exact wattage of these components via an online calculator (which I did and it came out to be around 600) but I wanted a veteran opinion because brands do not perform sometimes and this PSU burning incident, is my time to get it fixed and start gaming again as my life is pretty sorted now. Good folks, please assist and add your credit score for heaven 😇. I have Assassins creed, Dead by Daylight, Witcher on my wishlist to play next.

Good. You should have never been using that PSU in the first place. Just the fact that it had a 115/230V selector switch should have been a warning sign.

As @vapour asked: What's your country and budget?

Ok. Also I can spend some extra money for CX550 but only if it is worth to support i7 and dual gpu. On the other hand, my motherboard can only support upto 3rd gen Intel Processors. Is it worth to upgrade to i7 and dual gpu. I feel I'll still be far behind from today's generation of builds and my system would be slow

Not for THIS graphics card. But if you were planning on upgrading significantly in the next couple years.....

Ok. What I have estimated this:
  1. i5 3rd gen: 5000 INR
  2. PSU CX550: 5000 INR
  3. 10000 INR GPU
  4. 8 GB Ram DDR3: 4000 INR

Total cost 24000 INR.

In 2019, Is it worth to spend 24000 INR to upgrade to 3rd gen processor and old gpu?

What is your major usage and total budget? I may look into buying new Ryzen platform since you are buying almost everything.
My major usage is Gaming, Video Editing and watching 1080p movies. But again I am a working professional so I only get time for this on weekends so the running time is not that much. 8 hours total on the weekends.

As I mentioned earlier, I'd like to play titles like CS:GO, Witcher, Assassins creed, Dead by Daylight etc. Yes I need 100+ FPS on CS:GO.

My budget is 30,000INR right now to get everything new but still keep the case and HDD.

RAM I don't think I can re-use Corsair 4GB 1600Mhz in newer motherboards?

There are these two cheaper options as well. Is there any issue if I go for these?:

VS550: 3600 INR

VS450: 2700 INR

Those are the old style VS's. DO NOT buy them!

VS550: https://www.amazon.in/Corsair-CP-9020171-UK-550-Watt-Non-Modular-Supply/dp/B078XXNC3J
VS450: https://www.amazon.in/Corsair-CP-9020170-UK-Certified-Power-Supply/dp/B078Y44N73/

They barely cost any more than the old ones!!!!

But clearly the CX450 & CX550 are far better:

CX450: https://www.amazon.in/Corsair-CP-9020120-NA-CX450-Power-Supply/dp/B01MTZ96RU/
CX550: https://www.amazon.in/Corsair-CP-9020121-NA-550W-Power-Supply/dp/B01MRW2K79/

There is this 80 Plus Bronze version of this 450 as well. Is this some kind of power saving rating? Corsair CX450 450W 80 Plus Bronze Power Supply (CP-9020120-UK) https://www.amazon.in/dp/B06WW51XBX/ref=cm_sw_r_cp_apa_i_c5YADbAFAFS90

You didn't see my whole post.

I linked the two VS PSUs and the two CX (Bronze) PSUs already.
I did see it but I think there are two products on amazon. They both are same (model number wise) but in one of them the title of the product has "80 Plus bronze" in it. I think they are same.

80 Plus bronze (More price): https://www.amazon.in/dp/B06WW51XBX/ref=cm_sw_r_cp_apa_i_c5YADbAFAFS90

Without 80 Plus Bronze (Less price): https://www.amazon.in/Corsair-CP-90...ascsubtag=tomshardware-1231670625940951329-21

The one I linked is sold by Amazon (or fulfilled by Amazon) and is PRIME eligible.

The "cheaper" one is sold by third party sellers.

Amazon allows third parties to sell via their website.
