Finding Varus Vantinius in Ebonheart

I can't find Varus Vantinius in Ebonheart to complete my last mission in the
Fraction Five Quest, this is to obtain the stolen sword and magic something
from under Ebonheart secret sewer. But he is no where to be found?

Varus Vatinius is on the first floor of the Ebonheart Grand Council
Chambers
standing near Duke Dren.
