Question Flickering lights when moving camera, grainy/shimmering textures

Hello,

First of all, sorry for the long post. I really, really want to solve this as it's bee practically driving me nuts lately.

I've been experiencing a few issues ever since building my brand new pc and it's just about driving me crazy. These two videos explain the issue pretty well.

- notice the lights shimmering only when I move the camera. Not cyberpunk's fault, happens in a lot of games. In-game footage so it's not the monitor.

- notice the various flickering shadows, grainy/shimmery textures on the metal rooftops/cannons/etc.. again, happes in various games. (might be a little hard to see, fullscreen it and pay attention to the rooftops/cannons) It seems to always affect very particular textures in like half of the games I play.

Here's my build:
windows 11
cpu: i5 12600kf
gpu: asus 3070ti 8gb
mb: msi z692-a pro
16gb ddr4 ram 3200mhz
psu: 750W corsair RM750

Here's what I've tried so far:

-Reseating gpu, ram,
-Reinstalling drivers with ddu (tried different versions)
-Forcing AA in NVCP, setting negative LOD to clamp,
-Messing with various in game settings
-Trying different monitors, different HDMI cables, changing my power strip
-Trying different resolutions, refresh rates
-Disabling VVR/hardware accelerated gpu scheduling
- Undervolting/clocking the card

I recently messaged NVidia who basically told me to [redacted] message asus for any vBIOS updates, so I'm currently waiting on that. No idea if it's gonna help, though.

So... is this a RMA situation or is this software related? Other than this, the build works perfectly. Drop me any kind of solutions you can think of. I'm pretty desperate at this point. Thank you so much for reading my post.

I think you meant to state Z690 chipset since Intel never did come out with a Z692 chipset.

Which two slots are the sticks of ram populating on the motherboard? Which BIOS version are you on for your motherboard? Out of curiosity, where did you source the installer for your OS? lastly, how are you cooling that processor?

Thank you for replying and excuse my inappropriate language. Yes you're right, that was a typo from my part, sorry. My RAM is installed in the 2nd and 4th slots. BIOS version is 1.26. As it so happens I just installed a fresh copy of Windows 10 as a last resort to fix the issue, with the installer being obtain from Microsoft's official website. (didn't help) I use a BE QUIET! Pure Rock 2 cooler and have made sure that nothing is overheating.

Question, is it possible that my monitor is at fault even though the video is captured in-game? Some people told me that it is possible, some have told me that it is not.
