Formatting External Hard Drive

I have just brought a Maxtor 40GB hard drive to work with my laptop. I have
XP Professional installed. When I plug the drive in it's not displayed in my
computer but it shows it when you go to safely remove hardware. I know the
drive works because i've tried it on another pc and it works fine. I have
tried reformatting it on my laptop but it keep getting the message 'The
operation did not complete because the partition or volume is not enabled. To
enable the partition restart the computer' I have tried restarting the pc but
still nothing happens!
any suggestions would be most helpful as not a computer pro.

Start --> Rigth Click on My Computer ---> Properties --> Manage ---> Disk
Management

This is where you format a disk drive.

Thanks for that but i have already done that and have clicked on format and
gone through the process but thats when I always get the error message up

You need to partition the drive then format it.
