[SOLVED] Four GPUs on ASRock TRX40 Creator motherboard --- No POST

Hello everyone!
I am trying to run four gpu's on the ASRock TRX40 Creator motherboard but am having difficulty getting it to post. I am going into the 3D rendering business and I recently bought 2 2080ti's but was having trouble setting it up. I previously had 2 2080ti's running and upgraded to 4 a few days ago. When I installed all 4 GPU's, the top card did not turn on but the other three did. When I tried turning it on, it didn't post. I individually tested each GPU and can confirm they all work and are not dead. Are there settings in the BIOS I must change to allow all 4 PCIE slots to work or do I just install all 4 and it should work automatically? I'm really stuck and would greatly appreciate any help I can get! :)

My build:
CPU: AMD Ryzen 3960x
MOBO: ASRock TRX40 Creator
GPU: 4 x ASUS ROG STRIX 2080 ti
RAM: 4 x 16GB G.SKILL 3600
Storage: 3tb SSD nvme
PSU: EVGA G2 Titanium 1600W

4x Strix 2080Ti(280w) = 1120w
+3960X(280w TDP) = 1400w
+50w for everything else in the PC = 1450w

4x Strix 2080Ti OC(325w) = 1300w
+3960X(280w TDP) = 1580w
+50w for everything else in the PC = 1620w

Depending on which Strix model you have, you're either ok or you're not.
4x Strix 2080Ti(280w) = 1120w

others not enough 50w!

asrock trx40 creator mobo 70w, the qiqabyte extreme board 130w
cpu cooler 10w i suggest second fan on noctua, or third fan on be quiet +5w
case fans 4x 5w= 20w
ram 58w
ssd 10w
summa ~170w or more


i suggest 10% spare, on 1600w psu , just 1400-1500w use
