FPS Drop by 80% when OC

When i overclock to 4ghz and have voltage at 1.40 my fps goes from 50-60 to under 20 at all times. and like 10 fps at main menu. And its NOT cpu overheat it never goes over 26*c So here is my entire rig :

No, your 970 is good, really good, just your processor is behind. Putting in an old card would solve the bottleneck but it will still be lower frames than the 970. I'm just saying, your processor is keeping your GPU behind. Putting in an old one wouldn't solve the issue, it would just enhance it.......I would just wait until you can upgrade your CPU/MOBO, but right now, your fine. What is your old GPU? Is it older than the GTX series/newer? If older or newer, still, your 970 is better and WILL PLAY BETTER than your old one, just with frame drops here and there.

What is the CPU usage during gameplay on OC? Usually, the frames should be a bit higher, never under. What games have you tried? What settings have you altered in the BIOS?

my cpu usage in game is always over 90% to 100, and i am using amd overdrive not my bios. when i use bios it creates lots of issues. and i am playing H1Z1.

So you attempted a 400 MHz OC on software? That doesn't seem good. Get rid of that OC, that's probably what's causing the issue. What issues are you getting the BIOS? Software overclocking is dangerous and you also changed the voltage in software!!!!!!!!!! This is really DANGEROUS.

haha yea it is. and i did right after stutter, what overclock should i try? im thinking 3800mhz at 1.3875
 
what is your psu and cpu cooler?. you shouldnt overclock with the stock one. your monitoring software is obvious inaccurate. temp readings cannot appear below ambient room temp! even with good cooling, regardless the overclock attempted it will still bottleneck with gtx 970. !

Revert all software changes, meaning go back to original settings. Go into the BIOS, leave the voltage and increase by 200 MHz (3.8 GHz). Boot up and see if anything happens. Stress test it and see if it crashes or not. Try Prime95 or heaven benchmark. Then rinse and repeat. My rule of thumb is, 400MHz or higher, you have to start changing other things, for now, go up 200 MHz. Then if it is stable at 200 MHz with 1.41v (I'm guessing this is the stock voltage), lower it to see if it can handle it.

EDIT: As I read above, it's true, you will bottleneck and do you have a proper PSU and Cooling fan? 11 Degrees idle is crazy.
 
I do not believe your temperatures.
Measure with HWMonitor or a different app.
11c. when idle would mean your room temperature is frigid, near 0 degrees f.

Your motherboard is deficient in vrm capability when overclocking.

What games do you play?
Many such as sims, mmo, and strategy games are cpu limited and single threaded.
Since your cpu usage is so high, I would suspect a cpu problem.

The GTX970 is an outstanding card and should not be the issue.

What to do??
It is time to change to Intel.
A strong I3 should do wonders.

HWMONITOR said my max at idle was 12C and minimum is 7C I will be upgrading to i7 6700k etc etc sli 970s etc etc ddr4, in the upcoming months, im just trying to squeeze out as much as i can from this fx4100 POS and my BASE SPEEDS and voltz are 3600mhz and 1.3625voltz
