Question Frame drops and stutters when playing but hardware appears okay

My hardware appears to be working fine in task manager but I get these random stutters and frame drops every 5 seconds. I’ve tested all of my games and they all have the same issue. I reinstalled, restarted, and to no avail. Anybody have any fix?
 
Malware bytes scan: nothing detected, no updates, nothing
Specs:
Gpu: RX 590
Cpu: Ryzen 2600X 4ghz - stock cooler
Ram: Trident Z 16 gig
Psu: Cx 650
Motherboard: b450m ds3h gigabyte
Temps are normal for both
Cpu utilization: ~30%
Gpu: ~8%
settings: max
Game: csgo, fortnite etc.
Res: 1080
Ram usage: 5-7gb
 
Sorry to ask, but how can I check my bios? And I don’t understand what you mean by the fresh os install question. I’m pretty new to PCs.
rgd1101 means Did you Reinstall the Windows and What's your bios Version?
You can find your BIOS Version by opening Windows Command Prompt (CMD) and typing
"wmic bios get smbiosbiosversion"
Without Quotes. then Under SMBIOSVERSION you'll see Bios Version.
 
As someone who does not know a lot about computers what about internet? Or even the server itself. I used to play a lot of gmod and if the server of the game is having issues it does not matter how good your pc is.
