Start with what essential hardware I am currently running:

Western Digital Raptor 74GB 10,000 RPM SATA
2x 512mb + 1gb of Corsair Value Select DDR400
HIS Radeon X1950PRO 512MB 256-bit GDDR3 AGP 4X/8X
O/S = XP 32bit SP2 updated.
Problem: My frames per second are not at all what they should be. Examples. Hitman Blood Money (unplayable) Counter-Strike : source (30fps average...) and these are with ABSOLUTE LOW settings. Weird thing is I can crank them up to higher resolution and medium/high settings (kind of settings I should run normally) and it stays about the same...its like my FPS is being capped (or bottlenecked) to a point.

The only thing I can think of is the motherboard cause it is the only real new thing I've installed...and I already have problems with the harddrive controler.(most the time when I reboot it wont even see any my harddrives, I have to do a warm boot)This motherboard was just a replacement, it needs updated...the bios on this thing hasn't had a revision sense 2005.
