Question Fresh windows install can't get past spinning dots

Motherboard: ASUS PRIME H610M-A D4-CSM ( Version 1603 newest available )
CPU: i3-12100F
SSD: Toshiba 256 SSD (plugged into Sata 1)
RAM: TEAMGROUP T-Force Delta RGB DDR4 16GB (2x8GB) 3000MHz (PC4-24000)
GPU: XFX RX480 Black Edition 8GB
Power Supply: Thermaltake Smart 500W

Building my wife her first PC using some old parts ( GPU, SSD ) from my gaming rig.
PC boots into Bios just fine and identifies every component
When the windows usb is selected it boots to a Asus logo with the spinning dots for 5 seconds and then goes to a black screen with just spinning dots.
I've left it for an hour with no progress. I have reset the CMOS battery, put the bios back into default and tried enabling boot settings one by one.

Could you provide a link to this unit?

Where did you source the installer for your OS?

The source of my installer is the Windows creation tool, the picture shown is of the iso version burned onto flash drive. This was after an attempt using the usb flash drive, and then a re attempt after using the iso again. I've also tried to turn CSM off and the secure boot.
