Question fTPM error with my first PC build ?

I built my first ever computer, now it has an fTPM error. When I clicked on "y", my computer rebooted and it shut it self off during it.

this happened when i tried to install windows 10, Now when i turn it on all the fans argb turns off but they still move same with my gpu, nzxt aio, etc. The computer doesnt post anything and i have tried
-cmos reseat
-cmos clear
-reinstalling gpu
-restarting powersupply
-no loose cables or pins
-tried 2 monitors one hdmi one vga
anyone know why?
it also stays on when i try to turn it on but just is "on" nothing else. no display or post at all.

New CPU installed, fTPM/PSP NV corrupted or fTPM/PSP NV structure changed.

Press Y to reset fTPM, if you have BitLocker or encryption enabled,
the system will not boot without a recovery key

Press N to keep previous fTPM record and continue system boot, fTPM will NOT
enable in new CPY, you can swap back to the old CPY to recover TPM related
Keys and data.
i tried to press the delete button to get into bios, but that didnt work, so i pressed Y. Now the computer wont post at all. I dont know how to get a recovery key because i dont know what that means. If someone could please help me that would be amazing

TPM (fTPM) and secure BOOT are not required for Windows 10, so you can disable them.

how do i do that, my computer wont even post. my keyboard inputs dont work dispite me changing it from usb 2 to 3
