Question Games barely running/pc running slow or strange at times

On Sunday games started to run at an 1/4 of the frames they should be. World of Warcraft is running at 15 to 30 fps Troy Total war at around 10 15 fps. I had played both of these games and others the day before and they ran at around 80 and 60 respectively. Since then I have tried almost everything I can think of an I am at my wits end. Internet/videos/ regular pc stuff often works fine for quite awhile before they seem to lag especially if i have many tabs open. Computer has very little dust I cleaned it recently I have checked cpu/gpu temps with hardware monitor all at or below where they should be even while running games for an hour or more.

Things I have tried not necessarily in this order:
ran antivirus and malware bytes
Reinstalled graphics drivers
reinstalled windows
tried a different gpu
tried different hard drives with fresh windows installed
tried different data cables for hard drive from different ports on mother board.
tried ram in different slots/tried ram sticks individually

At one point I was sure I had fixed it when I swapped out a data cable and it worked perfectly for about 6 to 8 hours then it started to do the same thing. Often if I switch a data cable after shutting down then restart it will work well for about an hour before fps will drop in a game. its possible a heat sensor could be bad maybe? But I have had gpus go bad with heat before and after shutting down they were very hot to the touch. This one is not. I was thinking that perhaps it is the motherboard but I don't know how to test it or if it would cause these issues. The performance of the memory, cpu and gpu all are good when the fps drops they spike for a bit and it seems to improve the performance but only for seconds and then they will often throttle back down to 10 to 20 percent usage. I was thinking it could be the motherboard but i don't really have a spare to swap in and hate to buy a new one if I don't know that is the issue. I have had no BSODs ever with this rig to my knowledge. I built it myself and I am usually pretty good at identifying hardware issues but either I am overlooking something or this is over my head maybe both. I put part of my dxdiag at the bottom I couldn't find a way to attach it sorry if its too long/annoying. Current hard drive isn't my normal drive I usually use a samsung ssd which you can see in the user benchmark links, but it was having the exact same issues. Any insight would be appreciated.

Power Supply went bad as well. Just bad timing unless something in the pc fried it somehow. Bot a new one didn't fix the problem didn't really think it would. So still have no idea whats wrong.
