Question Gaming pc boot looping unless I unplug EPU. Why?

About a week ago, my pc started boot looping after i put the pc to sleep. A friend told me to move the ram around and I did. The pc turned on and it worked just fine for a day. The next day, it was stuck on loop again but this time the ram didn't help. I started unplugging everything to see what would help it work. Finally, I disconnected the EPU while having everything else plugged in and the PC started up but no display on sign on the monitor.
Specs.
Asus z97-A with i7 4790k
32GB XLR*PNY ram (4 sticks) DDR#
corsair h100i cpu cooler
GTX 1080 founders.
2 samsung SSD
cooler master G750M PSU

Try testing with single RAM installed. Test each RAM.

I have, i purchased new ram as well and nothing. i even switch the cpu to an older i5 i had laying around. i could have cpu power cable plugged in while its in boot loop and ill unplug it and it'll work but still no display of course
